Does PourClock use a weather feed?

No. v1 uses the field readings you enter.

Does it declare a slab acceptable?

No. It is a planning and timing aid. The finisher surface check and acceptance walk rule.

Does it work offline?

Yes. The release app has no backend and no internet permission.
