Is your data center ready for commissioning?

A data center cannot fail in production, so it is tested exhaustively before go-live. Commissioning is a quality process that runs from the factory through the integrated systems test, not a final-week formality. Answer for how this project is actually being run today. 1. Is there an Owner Project Requirements (OPR) and a Basis of Design (BoD) that the commissioning is actually testing against?
2. Is there a commissioning plan with an independent commissioning authority (CxA) running the process?
3. Is commissioning scheduled across all levels (factory/FAT, site/SAT, pre-functional, functional, IST), not just the last week?
4. Is every functional test a written script with expected results, pass/fail criteria, and a place to record the as-found state?
5. Are the failure scenarios actually tested (utility loss, generator/UPS failure, pull-the-plug) to prove the redundancy holds?
6. Is there an integrated systems test (IST) running the whole facility together under load before go-live?
7. Is there a deficiency/issues log that tracks every finding to closure, with the CxA verifying the fixes?
8. Will the turnover package (as-builts, O&M, test records, the Cx report) be complete and producible at handover to operations?
