Mobilization

Bringing the crew, equipment, and temporary facilities onto the site to start work; demobilization is removing them at the end

Electrical: The one-time fixed cost of bringing crews, the trailer, and equipment onto the site; demobilization is the cost of removing them
Paving: The cost of moving the crew and equipment to the site and back, roughly fixed per job
